Sixty-eight votes
In one of the closest contests anywhere in the country in the 12th parliamentary election, the distance between winning and losing came down to sixty-eight ballots. Each ballot a decision; each decision a person.
Total valid votes 60,260
That number is less an electoral statistic than an obligation. When a mandate is handed over by sixty-eight votes, no vote is marginal and no request is small. That understanding has shaped the working method of the past four years.

Responsibilities
His parliamentary path has followed one clear line from the beginning: the economy. A seat on the Economic Committee, the chair of a national specialist faction in his first year, and a second county placed in his charge.

Ziabar, inside the Anzali Free Zone
The file on extending the boundary of the Anzali Free Zone had been moving since 2019 and was finally passed on 20 October 2024 by 203 members of parliament. The Ziabar industrial estate in Sowme’eh Sara is one of the areas annexed.

Dr. Rahmatzadeh sat on the Economic Committee at the point of final passage, and afterwards, as chair of the Free Zones Oversight Faction, took on the execution phase — the work of turning that boundary change into something Sowme’eh Sara can actually use. The distance between a law being passed and a result reaching people is exactly where his work is defined.

We will avoid scattered, piecemeal action and pursue the central issues through legislation, amendment of existing law, field visits and oversight reports.

A fibre-to-the-home network built across Tolam-Shahr, transforming internet speed and stability for more than two thousand households. Opened in the presence of the county’s representative.

A service desk convened with the governor’s economic deputy, the county governor, a senior delegation from the national Industrial Estates Company and the managing director of the Anzali Free Zone Organization; centred on the electricity shortfall and the fate of industrial units repossessed by banks.

The opening of a telecommunications mast site for the village, with the representative pressing for coverage along the county’s transit routes.
Sowme’eh Sara town Third production line, plastics plant
A third production line brought online at a plastics manufacturer, opened alongside the Governor of Gilan and the county governor.
Kishestan — Nokhaleh road Five kilometres of resurfacing
Funding allocated to resurface the Kishestan–Nokhaleh road. The reporting agency attributed the work explicitly to the follow-up and assistance of the member for Sowme’eh Sara.

A working session with the president of Gilan University of Medical Sciences on the state of health services across both counties, pressing for specialist physicians, medical equipment and support staff.
Bandar-e Anzali Shahid Beheshti Hospital, 96-bed expansion
A joint site visit with the president of Gilan University of Medical Sciences and the Anzali county governor. The visit produced an immediate instruction to complete and equip the expansion.
Gilan province Pressing for fibre network expansion
“Fifteen hundred fibre subscribers in Gilan is not worthy of this province.” A direct national-level demand for the province’s communications infrastructure to be brought up to standard.
National Free zone social responsibility for public libraries
In a meeting with the secretary-general of the Iran Public Libraries Foundation, he proposed drawing on the social-responsibility budgets of the free zone organizations to expand public libraries.
A consistent line
His economic positions have held steady across the term: shrinking the state’s operational role, putting the economy in people’s hands, transferring energy infrastructure to credible private operators, and digitising the tax system.

What must be borne in mind about economic resilience are the higher provisions of the constitution, the general policies of the system, and the Seventh Five-Year Development Plan — all of which stress putting the economy in the hands of the people.

The country’s economy rests on the production of goods and services, and production in turn requires effective, durable infrastructure.

Drawing up the spatial planning document is the key to Gilan’s development. Where the funding and the capacity sit must be set out in that document. Today we are stuck with formulaic per-capita figures, while despite the sheer volume of the province’s floating population, the agencies get no share of it.

Rolling out electronic invoicing is one of the key elements of digitising the tax system; with upstream oversight it lays the ground for solving taxpayers’ problems, such as fraudulent invoicing.

We have to bring coherence between demands and projects. If in Sowme’eh Sara or Anzali we have a few defined projects, each with a project code and a budget-law annex, and every representative and official defends them, then we can be accountable to the people.

If we are going to talk about economic success — people do not measure it by reports and statistics. They ask what has been done to improve the conditions of their lives.

One of the existing challenges is the shortcomings of the means-testing law, which unfairly excludes some households. Its indicators need to be revisited against the realities of society and the actual cost of living.
